I can't increase the number of Toads in my kingdom any more!

Due to strict zoning rules, there is a limit to how many Toads can live in your kingdom at a time.
If you win a Toad Rally after you've reached the maximum number of Toads, some old Toads will leave so that the new ones can move in. How nice!
