You can get Rally Tickets by doing the following things:
- Clear a world in World Tour for the first time.
- Place a ? Block in your kingdom (you might get other items too).
- Play a bonus game (you may get something other than Rally Tickets).
- If they are being offered as a reward on My Nintendo, you can redeem them with points.
